Odisha Unveils Rs12,156-Crore Supplementary Budget with Focus on Development and Security

Bhubaneswar-Odisha Chief Minister Mohan Charan Majhi presented a supplementary budget of Rs12,156 crore for the 2024-25 fiscal year in the state Assembly, balancing global events, welfare initiatives, and security measures.

Among the highlights, Rs125 crore has been allocated for organizing Pravasi Bharatiya Divas, scheduled in Bhubaneswar in January 2025, showcasing the state’s commitment to strengthening ties with the Indian diaspora.

Security concerns are also in focus, with Rs299 crore earmarked for the deployment of Central Armed Police Forces, and Rs51 crore allocated for installing CCTV cameras in police stations, addressing public outrage over recent security lapses, including the alleged assault on an Army officer in Bhubaneswar.

On the welfare front, the government has set aside Rs1,196 crore for the SUBHADRA Yojana, aimed at empowering women aged 21-60, and Rs338 crore for the Madhubabu Pension Yojana. Healthcare gets a boost with Rs1,056 crore for the National Health Mission and Rs644 crore for the Gopabandhu Jana Arogya Yojana.

Infrastructure and education see substantial investments, including Rs 1,750 crore under capital expenditure schemes and Rs130 crore for establishing Centres of Excellence in collaboration with Tata Technologies across 22 Industrial Training Institutes. Disaster management also receives Rs120 crore for modernizing fire services.

The supplementary budget aligns with the Fiscal Responsibility and Budget Management (FRBM) Act, ensuring expenditure is backed by resource adjustments. With a capital outlay exceeding 6% of the Gross State Domestic Product (GSDP), the government aims to fuel economic growth while maintaining developmental momentum.
