Bhubaneswar- In a crucial step to enhance governance, economic reforms, and public service delivery, the Odisha Cabinet, under the leadership of Chief Minister Mohan Charan Majhi, approved five major proposals during its 23rd meeting held at Lok Seva Bhawan on August 1, 2025. The Cabinet’s decisions reflect a commitment to institutional reforms, infrastructure expansion, and easing business processes across sectors like law, water resources, finance, and MSMEs.

Chief Minister Mohan Charan Majhi, has approved significant amendments to the service rules governing judicial staff and law officers. The decision was taken in response to the nationwide rollout of three newly enacted central criminal laws that replace colonial-era statutes.

The service regulations for the Orissa District and Civil Courts’ Judicial Staff Services—originally framed in 2008—have now been revised to strengthen the knowledge base and practical efficiency of subordinate court staff. This change is expected to streamline court operations and reduce the pendency of cases across Odisha.

These amendments are a direct outcome of the enactment of three new laws at the national level: the Bharatiya Nyaya Sanhita, 2023; the Bharatiya Nagarik Suraksha Sanhita, 2023; and the Bharatiya Sakshya Adhiniyam, 2023. These legislations replace the Indian Penal Code, the Code of Criminal Procedure, and the Indian Evidence Act, respectively, marking a foundational shift in India’s criminal justice system. In alignment, the Odisha government is taking proactive steps to upgrade institutional readiness and enhance legal capacities at grassroots levels.

Additionally, the Cabinet approved amendments to the Odisha Law Officers Rules, 1971, following a proposal from the Law Department. These rules regulate the appointment and responsibilities of law officers who represent the state government in various courts, particularly in district headquarters and lower courts. The reform addresses the growing shortage of officers in the Odisha State Prosecution Service (OSPS), which has been hampering the speed and quality of legal proceedings.

With a significant backlog of cases troubling the judiciary, the amendment seeks to improve case disposal rates and ensure better legal representation for the government. The last amendment to these rules was notified in March 2024. The latest revisions aim to fortify the state’s legal infrastructure and enhance the effectiveness of the prosecution system.

The approved Cabinet memorandum emphasized the urgency of expanding the cadre strength and making the justice delivery system more responsive and accountable. These developments reflect the state’s commitment to delivering timely justice in a rapidly evolving legal landscape.

The Odisha Goods and Services Tax Act, 2017 has also been amended to make the taxation system more transparent and taxpayer-friendly. Key revisions focus on defining input tax credit rules more clearly, introducing a track-and-trace mechanism in high-risk sectors like pan masala and sand mining, and allowing greater flexibility in return filing. The move also aims to curb tax evasion and promote ease of compliance for businesses while adding safeguards such as mandatory deposits for appeals related to tax penalties.

In the area of irrigation and water resource management, the Cabinet approved the third phase of the Mukhyamantri Adibandha Tiyari Yojana (MATY) to be implemented from 2025–26 to 2029–30 with a financial outlay of Rs. 2,738 crore. This extended scheme includes the construction of 3,313 new check dams and improvement of 3,529 existing ones. It is expected to generate new irrigation potential over 57,000 hectares and restore another 41,000 hectares. Besides irrigation benefits, these check dams will play a crucial role in groundwater recharge and drinking water availability in drought-prone and water-stressed regions.

To encourage faster investments in the food processing industry, the Cabinet has also approved a simplification of the Odisha Food Processing Policy, 2016 in alignment with the 2022 policy. The updated structure eliminates multiple layers of committee clearances and replaces them with a streamlined, three-tier system based on investment thresholds. This reform is anticipated to speed up approvals, attract higher investments, and generate more employment in the agro-industrial sector.

These wide-ranging decisions showcase the state government’s determination to modernize its institutional mechanisms, support rural livelihoods, and enable long-term economic resilience. Through these reforms, Odisha is setting a strong foundation for equitable development and responsive governance.
